Non au kettling
THE COUNCIL of State of France has ruled that journalists must be free to report, and has therefore banned the police from using the tactic of "kettling" protesters (and journalists) - that is, encircling a protest and preventing anyone leaving, usually checking their papers as they are eventually filtered out.
The Conseil d'État serves as the Supreme Court for administrative matters. Several trades unions, civil liberties organisations and the Union of Magistrates had objected to the police National Law Enforcement Scheme - and had most of their complaints upheld.
